Improve Northern Greenline Connections & Rail Crossings

The Greenline project is fantastic, but is missing some safe rail-crossing links, particularly on its northern leg, from River Market to West Bottoms. Currently you have to cross several sets of tracks to get into the area, with no signage, and a gate that is closed at unknown hours. If there are trains, it would be totally impassible. Any bikeway plan needs to consider a rail overpass there; without it the Greenline is effectively useless if one is trying to traverse the entire downtown loop.
