There should be city wide encouragement for homeowners and apartment complexes etc to plant native species. Perhaps they get a one time refund on city or property tax. Perhaps there is an option to purchase native species at a lower cost. I know on the KS side there are initiatives in place to encourage turf conversions of homes and properties as well.
