The MBE/WBE participation during the Study time frame is skewed due to the KCI Terminal project.

The MBE/WBE participation during the Study timeframe included the KCI Terminal project, which produced higher than average metrics. If the Disparity Study ended FY 2021, the numbers would be different, and likely show underutilization in all categories of race and gender participation. I believe the outcomes should be reconsidered with a time frame ending FY 2021.
