Kansas City Disparity Study — Findings and Next Steps

The City’s Minority and Women Business Enterprise (M/WBE) program was created in 1996 to help ensure City contracting opportunities were accessible to historically underrepresented businesses.

To evaluate the effectiveness of these efforts, the Civil Rights and Equal Opportunity (CREO) Office conducts a Disparity Study every seven to ten years. These studies examine participation in City contracting opportunities and help inform how procurement programs evolve over time.

When a 2006 study identified gaps in representation, the groundwork was laid for the M/WBE program in its current form, which sets participation goals for certified M/WBE businesses on publicly funded projects above certain dollar amounts.

The latest Disparity Study, covering Fiscal Years 2016–2022, was led by Griffin & Strong, a firm specializing in procurement research, supplier diversity consulting, contract compliance, and program development. The study combined data analysis, anecdotal evidence, and a review of City policies and practices to evaluate equity across the following industry categories:

  • Construction
  • Architecture and Engineering
  • Professional Services
  • Other Services
  • Goods and Supplies

What Are the Recent Findings?

The study found lower levels of measurable disparity than in previous studies, reflecting progress in the City’s efforts.

What’s Next?

The City is processing the findings and gathering public feedback before determining next steps. Any future program changes would require City Council consideration and approval.
