District 3 Mobility Plan

Kansas City staff members are are seeking public feedback to better understand community preferences related to non-motorized mobility (walking, biking, scootering, mobility devices, and other means) in the City’s 3rd District. This feedback will help shape an overarching 3rd District Mobility Plan.

This project is being led by Kansas City Public Works, in collaboration with consultants from GFT (Transystems), and Kansas City's Planning and Parks Departments. The project team is currently wrapping up a draft plan and would like the community to review and provide input before the plan is finalized for adoption.

Thank you to everyone who attended the most recent open-house meeting on February 25, 2026! The project team will also have a booth at the 'State of the 3rd District' event on Saturday, March 7, 2026.

A previous public meeting on this topic was held in October 2025 and community feedback was taken into consideration to shape the current draft plan.

John Cunningham3 months ago I'm shocked that Independence Ave isn't even considered in the draft mobility plan. It's prominently featured in the High-Injury Network because of how dangerous this area is for motorists and active transportation users. Independence Ave is also being studied for enhanced bus rapid transit + active transportation facilities in the Bi-State Sustainable Reinvestment Corridor project (https://www.marc.org/bi-state-sustainable-reinvestment-corridor).I think it's a huge oversight to not have included this as a consideration in the public engagement thus far, especially if one of the goals is to guide mobility investments in the 3rd district going forward.

David Wilcox4 months ago There is clearly a lot of desire for improvements to The Paseo. I'm on that bandwagon, but only if the separation is applied to a significant portion of the corridor. I'd love to see a bike expressway from the river to at least Brush Creek, and I think The Paseo is the best option for that. But it's a busy and big enough road that any gaps between bike infrastructure would be extremely dangerous and disruptive for users. I'd favor other corridors if we can't get a complete Paseo.
