Mobility is foundational to how we live, work, and enjoy our city. Whether we travel by foot or on wheels, it is important that all of us can move around easily, affordably, and safely. But in reality, many of our neighborhoods face mobility challenges and are breathing in the exhaust from cars, buses, and trucks. This Climate Action Section focuses on improving our mobility system through better infrastructure, coordinated planning, and vehicle electrification. These strategies must work together to provide a comprehensive transportation network, giving residents sustainable and convenient ways to access their community.

Our mobility system will promote climate justice by enabling residents, regardless of ability, to move safely, freely, and independently. This includes increasing walkable, bikeable, and safe transit routes that support people with diverse abilities throughout Kansas City, and making electric transportation modes more accessible to everyone.

Patricia Carter1 year ago I love the initiatives the city is doing to add more mobility lanes and I hope to see more wide sidewalks similar to the south side of independence ave where it is wide enough for walkers and bikers to share a path off of the street. However, what continues to lack and create danger on independence ave and other streets are safe ways for pedestrians to cross. Cars will mow you down in an average crosswalk. We need flashing lights or pedestrian cross lights all over main intersections and at every school location. I have personally witnessed cars going 80-100 MPH on my neighborhood street which contains a school and a park one block from my house. Speed bumps everywhere would help slow them down also. They don't need to be ones that require concrete pouring. There are heavy duty rubber speed bumps that can be installed by one individual. Heck, I am sure residents would do it themselves if the cost was not a factor (about $700 a speed bump) but instead we have been told that speed bumps cost 10s of thousands of dollars to install and the waiting list is long...I hope nobody dies before then.

Katelyn Betz2 years ago I do not have a car and I love living where i do because I can walk and bike easily to what I need. I do often struggle to walk safely or bike safely at a couple locations. The first is the intersection at 39th and Wyandotte- (its probably pretty hard at any street crossing 39th) usually when I cross, I am not the only one, and we all have to wait up to 3 whole minutes sometimes to find a safe gap to cross. Not only is this a pretty high traffic street, but people drive really quickly and erratically. I used to have a lot of trouble crossing at Wyandotte and armour (especially with the low visibility with the cars parked along the street) but now there is a designed crosswalk with lights which has helped a bit. There is a painted one right now on 39th, but due to the nature of the street, no one stops at it. I think having a crosswalk with lights, or even putting a 4 stop at the intersection would be great. The other thing that would be great to see would be to have a better connected walking path to get into the rivermarket from downtown. I am not sure the solution for this, but my heart says a long term dream solution of something similar to the south loop project. Right now, to get into the river market from downtown on foot, you have to cross dangerously onto a highway bridge and it doesn't make for a very pleasant walking experience for many reasons. The intersection at main and 7th prioritizes cars by having the pedestrian walk pretty out of the way out of the way of the way of what feels natural by hitting connected walkways that cars are still blowing through on occasion since theyre still in the mindset that theyre on the highway, its very hard to tell which walk sign is for which way, you have to cross on a long stretch of road... all around, when I cross here, I just hold my breath and hope I live until i make it to the beautiful rivermarket. Rivermarket is close to downtown, yet it feels impossibly far away due to the walking options.

Patricia Carter1 year ago Kansas City is FULL of hills. We have neighbors who bike to work or to drop off their children at school, or even attend university classes but the number is limited. If there was a way to offset the cost of an e bike, I believe much more people would consider it! This allows a way to bike efficiently and in a more timely manner despite the hills in all directions. Many cities are starting to implement e bike rebates to encourage e bike ridership.

Alan Barry1 year ago With the completion of the most recent leg of the street car, I believe it is critical that we focus on enhancing that transportation service with vastly improved bus service. Every city I've ever been in that had top notch public transportation had excellent bus service as part of their network. We cannot magically have a world class subway system, but we can work towards having a reliable bus system. Also, and this appears to fly in the face of what I just said, but I really think we need to do away with the free bus service. I have a friend that lives downtown and does not have a car but is fearful of riding the bus because of how it has become a refuge for the homeless and, at times, mentally ill. Dealing with homelessness and the mental illness resident in those communities is definitely a problem the city should be tackling but it's not getting solved by allowing people from that community to ride on our buses all day.

Will Mansfield1 year ago I think an easy way to improve mobility in Kansas City is to make existing streets MUCH safer. There are many streets in Kansas City that do not feel safe to walk along or across. They create barriers to access one neighborhood from another. Some of the streets I feel could use traffic calming measures include: 39th Street, Broadway Boulevard, Southwest Trafficway, Troost Avenue, and 43rd Street. I am sure there are several more, but that is just to name a few. Ways to make these streets safer include but are not limited to the following measures: removing a lane of traffic, installing protected bike and/or pedestrian paths, decreasing the required lot frontage (if any) for development, and narrowing existing lanes of traffic. All of these measures (and more) can contribute to creating a safer environment for those who are not in a vehicle. If people feel safer to be able to go outside and walk, bike, or roll, then it is likely they will do so (and hopefully bring a friend or two).

Patricia Carter1 year ago Lowering the speed limits is not enough. While violent murders are not always preventable, traffic deaths are. It's time to put responsibility on the city and creators of streets and roads and off of drivers or pedestrians alone. There is so much research behind how to slow down cars, and it is not just changing the speed limit. We need to make it clear that driving fast is not safe in pedestrian zones and near schools and residential areas. https://nacto.org/publication/urban-street-design-guide/design-controls/design-speed/speed-reduction-mechanisms/So many great ideas at the link shared, including things like curb bump outs, space for street parking, street trees. Let's start with the ones that cost the least in the neighborhood where people request them or on the most dangerous roads.

Katelyn Ortgies1 year ago On Bannister between 435 and Raytown road, there are limited sidewalks. Even with bus stops, there are not sidewalks or crosswalks for people to get to the bus stops. Bannister is a busy road with lots of speeding and adding people walking along the side of the road increases the risk of pedestrian accidents. I have seen people running across bannister to get to their bus stop as well as many people walking down the side of the road even in the dark with limited visibility. There are many neighborhoods in this area as well as many people who ride the bus so the impact of sidewalks would be big here.

Joseph Schumaker1 year ago I worry about electric busses having long charge times that could require additional vehicles to make up service hours. The city and ridekc should think about adding trolley wires for some bus lines to overcome this issue, lower operating costs and reduce emissions. Or the city could extend the streetcar further. Either option would address the long charge times required for the currently available generation of electric busses.This is a citywide issue.

Reid Beer1 year ago While I appreciate the efforts of certain protected bike lanes throughout the city, there simply are not enough, and many that are there just end abruptly. There also are several bike routes that are realistically not a bike route at all, such as Holmes near Bannister. While there are road signs saying to share the road, it is a street with 40 MPH speed limits and hills that could easily cause an accident between a vehicle and a bike (or other micromobility). Having either a sidewalk or dedicated bike lane in these areas would be much appreciated.

John Cunningham1 year ago I second everything that folks have said about safer and more comfortable multi-modal infrastructure like sidewalks, protected mobility lanes, traffic-calming measures, and safer and more frequent pedestrian crossings.In addition, the City can improve mobility for me and my community by funding more transit routes that are fast and frequent (meaning they come at a minimum of 15-minute frequencies or sooner and have the ability to cycle through routes quicker using dedicated transit-only lanes, traffic signal priority, etc.). Specifically, I call on the City to fully-implement our Fast and Frequent network from the SmartMoves 3.0 plan, our region's 20-year transit plan.Bus routes along Troost Ave (down to Bannister and 3-Trails Transit Center), Independence Ave, North Oak Trafficway, 39th St, and 75th St should operate at 15-minute frequencies at a minimum, and have additional interventions to make them faster (full dedicated rights-of-way and/or traffic-signal priority). Currently, there are only 3 transit routes that have peak frequencies of 15 minutes or less: streetcar, Prospect MAX, and 31st St.Correspondingly, the City has the ability to fund public transit a lot more than they currently are.One avenue is through the 1/2-cent Public Mass Transportation sales tax, which they've recently been diverting away from funding public mass transit operations towards public works projects like our purple streetlights. This year's budget has around $16 million not being allocated to either the streetcar or KCATA for bus service, for example (source). From 2013-2019, the City had an ordinance on the books that committed to use 95% of this sales tax's revenue for operating public transit: source. In this year's proposed budget, its 63.5%. If they were to allocate 95% of projected tax revenues, it would mean an additional $15 million towards transit operations this year.Additionally, the City is able to raise an additional 1/8th-cent sales tax for transit operations with voter approval (Revised Statutes of Missouri, 94.605), which would have generated an additional $13 million in 2024.
