
Hickman Mills Strategic Plan
The Hickman Mills Strategic Plan is a project initiated by Councilperson Curls that kicked off in January 2026. This project will have two primary components:
- Evaluate the challenges and opportunities for struggling commercial areas
- Create a list of neighborhood issues residents want addressed.
Through this process, staff will engage with residents, business owners, and other stakeholders to create a plan with short- and long-term actions that will bolster the commercial centers and strengthen neighborhoods in the planning area.

Commercial Centers part of this planning effort include:
- Bannister Square Shopping Center
- Loma Vista Shopping Center
- Longview Shopping Plaza/Longview Square
- Robandee Shopping Center
- Ruskin Heights Shopping Center
- Oracle Complex and former Bannister Mall Site
Commercial Center audit
- The first component of this process will be a complete an assessment of existing retail centers in the area.
- In January 2026, City staff went on a tour of the commercial centers within the planning area to visually assess vacancy rates, pedestrian and vehicular circulation conditions, building conditions, and relationships to nearby residential uses.
- The final Strategic Plan will include short- and long-term recommendations for revitalizing these important areas.
Neighborhood Inventory
- The second primary component of the Hickman Mills Strategic Plan is a neighborhood issue inventory. This is a list of short-term, implementable action items related to City services, such as trash dumping hot spots, overgrown vegetation, and traffic calming needs. To contribute to the neighborhood issue inventory for the Hickman Mills area, residents can join us at one of our public engagement meetings and participate in a mapping activity. We’ve also recreated this mapping activity online so residents can participate at a time convenient for them.
Phases
Public Engagement
During this phase of the Hickman Mills Strategic Plan process, City staff will hold three public engagement meetings to hear from residents about their economic needs in their communities and to inventory neighborhood issues related to City services.
