Kansas City wants to help keep Kansas City residents in their homes and local businesses in place. Displacement happens when rising rents or property costs compel residents and businesses to leave for personal financial reasons. The City is committed to supporting residents' choices, and will use your feedback to help guide and prioritize strategies in our forthcoming plan. Everyone who lives or owns a business in Kansas City is encouraged to provide input related to their neighborhood. 

📌The plan will have four main goals to help keep neighborhoods stable and prevent displacement: 

✅ Goal 1: Predict risks and distribute resources. 

This goal focuses on best practices to track displacement risks and provide resources that will keep KC homeowners and businesses in place. A standard method for tracking data could help the City and external organizations understand what resources would best help neighborhoods. Creating a collaborative process with community members may help the City and its partners provide resources to keep communities in place. 

✅ Goal 2: Preserve and produce affordable development citywide. 

Kansas City requires diverse housing stock that can meet the needs of all residents. This section focuses on strategies that will help improve the production and preservation of affordable housing. It also identifies strategies that require developments to provide benefits to current and new residents. 

✅ Goal 3: Retain and empower residents. 

This goal includes support for homeowners, renters, and property owners. Increased protections and resources can help residents stay in their neighborhoods. The goal highlights ways to create opportunities for all residents to access jobs, transit, healthcare, and other household necessities. 

✅ Goal 4: Protect and grow commercial and cultural assets. 

Just like residents, local businesses can be affected by rising rents and property taxes. New development and investment may increase competition from larger companies—creating challenges for small businesses and, in some cases, pushing them out altogether. This can lead to the loss of goods and services, employment opportunities, and cultural amenities, and may impact social connections.
