Where Should the City Invest Federal Funding?
What is the Impact?
Kansas City is creating its 2027–2031 Consolidated Plan, which guides how federal HUD funding is invested in housing and community development. Resident feedback is critical to setting priorities for affordable housing, neighborhood revitalization, public services, homelessness assistance, and housing support programs.
Yearly Implementation
The Consolidated Plan also includes yearly updates through the Annual Action Plan (AAP), which outlines housing needs, market conditions, goals, and strategies. These plans:
- Direct resources to strategic target areas and to support housing rehabilitation.
- Fund affordable rental and single-family housing, public services, and community facilities.
- Support emergency housing and services for people experiencing homelessness.
- Provide housing services for persons with HIV/AIDS.
How Much Funding is Available?
From 2022–2025, the City received more than $67.6 million in federal funding to support these efforts. By completing the Resident Participation Survey, residents can help ensure future investments address the community’s greatest needs.

Get involved by taking the 5–10 minute survey, attending public workshops, reviewing the draft plan, and providing feedback before it is finalized. Your voice matters.

Phases
Public Outreach & Engagement
During this phase, residents are invited to take the survey and provide input on housing priorities. The City’s 5-year Consolidated Plan sets priorities for housing and community development programs funded by the U.S. Department of Housing and Urban Development (HUD).
Resident feedback is the foundation of the 2027–2031 Consolidated Plan. The Resident Participation Survey is the first step and an opportunity for Kansas City residents to share their lived experiences and shape housing priorities for the next five years.
